You need both devices with you in order to transfer your account.
On your old device
- Go to Settings > Transfer Account.
- Select "This is the OLD DEVICE."
On your new device
- Go to Settings > Transfer Account.
- Select "This is the NEW DEVICE"
- Enter the code you see on the old device
